What decided it

The considerable harm to the special architectural and historic interest of the Grade II listed building and the character of the conservation area, combined with limited public benefits, failed to satisfy the requirements of the Planning (Listed Buildings and Conservation Areas) Act 1990 and paragraph 212 of the NPPF.
