The substantial personal circumstances relating to the appellants' serious health conditions and disability, combined with the Council's inability to demonstrate a five-year housing land supply and the limited extent of harm, justified granting a personal planning permission restricted to the appellants' occupation despite the site's unsuitability under development plan policies.
The limited harms to landscape character and appearance and to development plan policies were outweighed by the considerable weight given to the appellants' substantial personal circumstances and specific health and disability needs, assessed against the Framework policies taken as a whole in the context of an out-of-date development plan and lack of housing land supply
