The absence of a thorough acoustic assessment accounting for the retractable roof being open, combined with the lack of specific mitigation measures, meant the Inspector could not be satisfied that the extended hours and permission for music would not have an unacceptable effect on neighbouring residential amenity regarding noise and disturbance.
