What decided it
The failure to demonstrate compliance with the sequential test for flood risk, which provides a strong reason for refusal that engages the exception in paragraph 11(d)(i) of the Framework and displaces the presumption in favour of granting permission.
The housing benefits and potential biodiversity gains were afforded significant weight, particularly in light of the shortage of housing land supply, but did not outweigh the less than substantial harm to the conservation area, and the strong reasons for refusal on flood risk justified dismissal despite the housing land supply shortfall.
