What decided it

The less than substantial harm to the World Heritage Site, which as an asset of international importance must be given great weight in the planning balance, outweighed the public benefits of affordable housing delivery.

The public benefits of affordable housing and addressing housing land supply shortfall were outweighed by the less than substantial harm to the World Heritage Site and the erosion of the distinctive rural mining landscape character of the Area of Great Landscape Value.
