The application of policies in the Framework that protect designated heritage assets provides a strong reason for refusing the development under paragraph 11(d)(i) of the NPPF, displacing the presumption in favour of sustainable development despite the Council's failure to meet housing targets.
The moderate weight afforded to housing delivery, efficient use of land, and other benefits was insufficient to outweigh the high level of less than substantial harm to the significance of the Conservation Area and listed building setting, to which great weight must be given under the statutory duties and Framework paragraph 212
