Main issues, as the Inspector framed them
- The effect of the development on the living conditions of the occupiers of the flats in respect of the absence of outside amenity space
What decided it
The substantial positive contribution to housing supply in an area with only 3.5 years of deliverable housing land, combined with the sustainable location and economic benefits to the district centre, significantly and demonstrably outweighed the moderate harm from the absence of private outside amenity space.
The living conditions harm caused by the absence of private outside amenity space and conflict with policy HC4 was significantly and demonstrably outweighed by the benefits of housing delivery, sustainable location, efficient use of land, and economic benefits to the district centre when assessed against the Framework as a whole.
