The permanent and noticeable negative visual change to the landscape caused by the incongruous introduction of built form at the settlement edge, which significantly and demonstrably outweighs the moderate benefits of housing delivery in a sustainable location.

The benefits of boosting housing supply in a sustainable rural location with good transport links and social and economic benefits (moderate weight overall) were significantly and demonstrably outweighed by the significant harm to character and appearance of the area, resulting in dismissal despite the shortfall in five-year housing land supply.
