What decided it

The materially harmful impact on the character and appearance of the area through incongruous backland development combined with the detrimental effect on highway safety through an inadequate access width significantly and demonstrably outweighed the benefits of housing delivery.

The benefits of a single dwelling in a sustainable location were significantly and demonstrably outweighed by the adverse impacts on character and appearance and highway safety, such that the presumption in favour of sustainable development did not apply.
