What decided it
The proposal fails to accord with Paragraph 155(c) of the Framework as the site is not in a sustainable location due to the lack of safe and suitable access and genuine sustainable transport choices for future occupants.
The substantial harm to the Green Belt through inappropriateness and harm to openness, together with harm to character and appearance, was not clearly outweighed by the benefits of housing delivery, biodiversity net gain, reduction of built volume and hardstanding, landscaping, and social and economic benefits, which were afforded moderate weight.
