What decided it
The significant harm to character and appearance caused by introducing an incongruous, non-subservient residential scheme into a confined gap between contrasting buildings, which would disrupt the locally distinctive pattern of substantial built form facing the road with open space behind, outweighed the benefits of housing delivery when assessed against the Framework as a whole.
The benefits of housing delivery, efficient land use, economic benefits and biodiversity gains were outweighed by the significant harm to character and appearance and failure to achieve high quality, well-designed development sympathetic to local character.
