What decided it

The proposal's limited visual prominence due to its siting behind No.11 and significant screening, combined with its well-designed form reflecting the architectural language of the area, means it would not harm character and appearance despite being backland development.

The Council's housing land supply shortfall (2.03 years) engaged paragraph 11(d) of the Framework, but this was not determinative as the proposal accords with the development plan and causes no harm to the listed building setting, so the tilted balance was not applied.
