What decided it
The proposed variation to BREEAM ratings from 'Excellent' to 'Very Good' would fail to accord with LLP Policy EN4 and the Framework's climate change objectives, with insufficient justification and no demonstration of exceptional circumstances, notwithstanding the housing delivery benefits.
The substantial benefit of delivering 21 dwellings (including 7 affordable units) to address the Council's housing land supply shortfall was outweighed by the failure to accord with Policy EN4's sustainability requirements and the Framework's climate change aims, in the absence of adequate justification or exceptional circumstances.
