The significant risk of serious flooding to occupants, including young children, which could not be safely mitigated, outweighed the benefits of meeting unmet traveller pitch need.
The substantial weight given to unmet Gypsy and Traveller need and lack of 5-year pitch supply, and moderate weight to the absence of alternative sites, did not outweigh the conflict with the development plan and the strong reasons for refusal under NPPF paragraph 11(d)(i) relating to landscape/National Park harm and flood risk.
