The moderate collective public benefits of housing delivery, economic benefits, conservation of the non-designated heritage asset, biodiversity net gain, and M4(2) compliant dwellings do not outweigh the less than substantial harm to the conservation area and limited harm to the national landscape, given the great weight afforded to heritage and landscape conservation by the Framework.
