The conflict with the development plan (moderate weight on spatial strategy, limited weight on landscape harm) was outweighed by the significant benefit of boosting housing supply in the context of a 3.8-year shortfall and modest economic benefits, such that the adverse impacts did not significantly and demonstrably outweigh the benefits.
