What decided it

The Council's inability to demonstrate a five-year housing land supply, which engaged the tilted balance under paragraph 11(d) of the Framework, and the significant weight given to the benefit of boosting housing supply outweighed the moderate weight given to conflict with spatial strategy policies and limited weight given to landscape harm.

The conflict with the development plan (moderate weight on spatial strategy, limited weight on landscape harm) was outweighed by the significant benefit of boosting housing supply in the context of a 3.8-year shortfall and modest economic benefits, such that the adverse impacts did not significantly and demonstrably outweigh the benefits.
