The Council's inability to demonstrate a five-year housing land supply, combined with the significant local housing shortfall (3.8 years supply, 4421 homes needed annually), meant the tilted balance under NPPF paragraph 11 applied, and the considerable benefit of delivering up to five new homes outweighed the limited adverse effects of policy conflict.
