What decided it
The failure to demonstrate that the proposed scheme would be in a suitable location with reference to flood risk policies, combined with unacceptable harm to neighbouring living conditions and inadequate living conditions for future occupiers, provided strong reasons for refusal under paragraph 11(d)(i) of the Framework.
The benefits of housing delivery, community facilities, brownfield reuse, biodiversity net gain and economic benefits were outweighed by the unacceptable effect on neighbouring living conditions, unacceptable living conditions for future occupiers, and the failure to satisfy the sequential test for flood risk, which provided a strong reason for refusal.
