What decided it

The replacement tree planting would be contextually appropriate and would mitigate the loss of the protected trees such that the proposal would not adversely affect the character and appearance of the area, combined with the positive weight of housing delivery in a location with undersupply.

The limited harm to character and appearance from the loss of protected trees, mitigated by replacement planting, was outweighed by the benefits of housing delivery in a sustainable location where the Council cannot demonstrate a five-year housing land supply.
