The unacceptable harm to the character and appearance of the area caused by introducing a backland dwelling that would interrupt the established linear built form pattern significantly and demonstrably outweighed the moderate benefits of housing delivery despite the severe shortfall in five-year housing land supply.

The moderate benefits of housing delivery and efficient use of underutilised land were significantly and demonstrably outweighed by the significant harm to character and appearance and conflict with development plan policies, such that the presumption in favour of sustainable development did not apply.
