What decided it
The severe shortfall in housing land supply (1.8 years) triggered the tilted balance, and the substantial benefits of the scheme were found to significantly and demonstrably outweigh the limited harm to character and appearance.
The very substantial weight given to the scheme's benefits (housing mix improvement, infrastructure contributions, biodiversity net gain, economic benefits and brownfield reuse) outweighed the moderate weight given to the harm to character and appearance, so the tilted balance favoured allowing the appeal.
