The Inspector's conclusion that, once the landscape, noise, odour and flooding concerns were resolved by updated evidence, the proposal accorded with the development plan as a whole, reinforced by a very substantial housing land supply shortfall.

The substantial benefits of delivering up to 55 homes (including 35% affordable housing) against a severe housing land supply shortfall outweighed the little/very limited weight given to conflicts with certain landscape and neighbourhood plan policies, and the proposal was found to accord with the development plan as a whole.
