What decided it

Although the Inspector disagreed with the LPA's findings on the merits, the LPA provided sufficient reasoning and evidence to support their objection, and the balancing exercise undertaken was largely a matter of judgment for the decision maker, therefore unreasonable behaviour was not demonstrated.
