The Council's significant shortfall in housing land supply (1.1 years) engaged the presumption in favour of sustainable development, and the substantial provision of 128 affordable homes outweighed the modest landscape harm and conflict with the development plan.
The adverse impacts of modest landscape harm from development of a field in open countryside were outweighed by the substantial benefit of 128 affordable homes, modest benefits from construction employment and consumer spending, biodiversity net gain exceeding 10%, and increased public open space, when assessed against the Framework as a whole in the context of a significant housing land supply shortfall.
