What decided it

The existing prevalence of similar dropped kerbs and front garden parking arrangements along the street, combined with the low accident rate in the area and the feasibility of protecting the nearby tree through conditions, demonstrated that the proposal would not cause adverse effects on highway safety or character and appearance.
