The proposal would fail to conserve and enhance the landscape and scenic beauty of the Cornwall National Landscape due to the harmful conspicuousness of the increased scale and glazing in this sensitive elevated coastal location, contrary to the development plan policies and the requirement to give great weight to conserving and enhancing natural beauty within National Landscapes.
