What decided it
The ability to control the number, positions and design of umbrellas and other items through a management plan condition, removing the identified harm to heritage assets and highway safety, was decisive in granting permission.
The great weight given to the less than substantial harm to the heritage assets from the umbrellas outweighed the moderate weight given to the public benefits, but this balance was resolved in favour of the development by imposing a condition requiring a management plan to control the items placed on the land.
