What decided it
The harm to the setting and significance of Grade II Listed Buildings, which attracts great weight and is not outweighed by the public benefits, provides a strong reason for refusal and prevents the tilted balance from applying.
The modest temporary economic benefits and moderate weight given to housing land supply benefits (given the Council's 1.8-year supply position) were substantially outweighed by the great weight attributed to the harm to the setting and significance of Listed Buildings and the moderate weight attributed to harm to character and appearance of the area.
