Main issues, as the Inspector framed them
- Whether the proposed development would provide a suitable location for housing with regard to the Council's spatial strategy and its access to services and facilities
What decided it
The poor accessibility of the appeal site to services and facilities, which would result in an unduly heavy reliance on the private car and conflict with the development plan's requirement for sustainable locations, significantly and demonstrably outweighs the benefits of housing delivery.
The significant undersupply of housing (2.49 years) and modest social, environmental and economic benefits of reusing previously developed land were significantly and demonstrably outweighed by the harm arising from the unsustainable location and development plan conflict, such that the presumption in favour of sustainable development did not apply.
