What decided it
The substantial harm to the character and appearance of the area, combined with unresolved biodiversity concerns and inadequate climate change mitigation, significantly and demonstrably outweighed the moderate housing supply benefit, such that the presumption in favour of sustainable development did not apply.
The moderate weight attributed to housing delivery and little weight to economic and living condition benefits were substantially outweighed by the substantial weight given to harm to character and appearance and Framework conflicts on design and environmental protection, with significant weight to biodiversity harm and small weight to climate change harm.
