Main issues, as the Inspector framed them

  • whether the proposal represents a sole residential use and an appropriate form of residential development
  • whether the proposal would provide acceptable living conditions for future occupants, with particular regard to the internal layout and the provision of private external amenity space

What decided it

The storage/garage element being disproportionately larger than the residential dwelling and functioning as a commercial vehicle workshop, combined with unacceptable living conditions due to severely limited external amenity space, meant the proposal conflicted with the development plan and the adverse impacts significantly and demonstrably outweighed the benefits.

The moderate positive weight of housing delivery and economic benefits was significantly and demonstrably outweighed by the full weight of policy conflicts relating to location of development outside settlement boundaries and failure to meet exemplary design standards for living conditions.
