The adverse impacts of the proposals, particularly the significant harm to the landscape and scenic beauty of the National Landscape (compounded by unnecessary delay in restoring the appeal B and C sites), significantly and demonstrably outweighed the limited environmental, social and economic benefits identified, when assessed against the Framework as a whole.
