What decided it
The considerable shortfall in five-year housing land supply (3.8 years) and the significant weight afforded to boosting housing supply under NPPF paragraph 61 outweighed the moderate harm to character and appearance and conflicts with the development plan spatial strategy.
The moderate harm to rural character and appearance, and conflicts with spatial strategy and sustainable transport policies, were outweighed by the significant benefit of addressing the considerable shortfall in housing land supply and modest economic benefits, applying the tilted balance under NPPF paragraph 11d)
