The planning obligation continues to serve a useful purpose in addressing the acute housing shortage on the Isles of Scilly, and that purpose would not be equally served by the proposed modification, particularly given the lack of evidence supporting a reduction in the qualifying period and the alignment of the current five-year requirement with the development plan.
