What decided it

The cumulative less than substantial harm to the listed building's heritage significance, particularly regarding the loss of historic fabric, inappropriate window arrangements, unsuitable internal alterations to the brewhouse, and the incongruent design of the proposed extensions, was not outweighed by the public benefits of refurbishment and bringing the building back into use.
