The front and rear dormers would cumulatively dominate the host dwelling at roof level and be entirely contrary to the consistent, unaltered roofscape characteristic of the immediate vicinity within the conservation area, resulting in less than substantial harm to the designated heritage asset that is not outweighed by any public benefits.
