The subdivision of the existing rear garden and creation of a new plot of limited dimensions would be visually incongruous and cramped amongst the more generous-sized plots characteristic of the area, resulting in significant harm to character and appearance that outweighs the modest housing benefits.

The modest social and economic benefits of providing one additional housing unit in an accessible location were significantly and demonstrably outweighed by the material harm to the character and appearance of the local area, making the proposal unsustainable when assessed against the Framework as a whole under paragraph 11(d)(ii)
