What decided it

The failure to secure the required financial contribution to mitigate recreational impacts on Hatfield Forest SSSI and NNR through a legal agreement, combined with the Framework's requirement that development likely to have an adverse effect on an SSSI should not normally be permitted unless benefits clearly outweigh the impact, which they do not in this case.

The modest benefits from housing delivery and economic benefits were greatly outweighed by the harm caused to Hatfield Forest SSSI and NNR.
