What decided it

The proposal does not meet the qualifying criteria for permitted development under Class Q of the GPDO because the site cannot be demonstrated to have been part of an established agricultural unit on 24 July 2023, the building is not set up for agricultural use, and the original permission's agricultural use restriction remains in force.
