What decided it
The absence of a five-year housing land supply, combined with the proposal being a betterment to the fallback and the localised (not substantial) nature of the landscape harm, meant the benefits of housing delivery outweighed the identified harms under the tilted balance in NPPF paragraph 11d)ii.
The moderate localised harm to the character and appearance of the area and the CNL was outweighed by the benefits of up to 9 dwellings to housing supply in an area with acknowledged lack of housing provision, modest economic benefits, and the absence of a five-year housing land supply, applying the tilted balance under NPPF paragraph 11d)ii
