The substantial benefits of delivering over 500 jobs and redeveloping a large brownfield employment allocation outweighed the moderate-weight conflict with Policy JPA 30's masterplan requirement.
The moderate harm from conflict with Policy JPA 30 (masterplan non-compliance) was outweighed by the substantial benefits of brownfield employment development, job creation and biodiversity net gain, so the balance tipped in favour of allowing the appeal.
