What decided it
The significant shortfall in the Council's five-year housing land supply (2.79 years, with no supply demonstrated for 13 years) and the provision of housing on suitable brownfield land near the town centre provided sufficient public benefit to outweigh the less than substantial harm to the conservation area.
The less than substantial harm to the significance of the Greater Weston Conservation Area at the lower end of the scale and minor harm to the setting of Clarence Park were outweighed by the public benefits of providing one dwelling on suitable brownfield land in a sustainable location within an area with a significant shortfall in housing supply.
