What decided it

The moderate harm from the proposal's conflict with the development plan's spatial strategy and sustainable transport policies was outweighed by the substantial weight given to the contribution of 8 dwellings towards the area's housing requirement, the larger weight given to the use of previously developed land, and the modest benefits from economic activity and environmental improvements, with the presumption in favour of sustainable development applying due to the housing land supply shortfall.
