The harm to the character and appearance of the Gosforth Conservation Area caused by the loss of the tall boundary wall and the incongruous parking arrangement would not be outweighed by the very limited public benefits of the scheme.
The less than substantial harm to the significance of the Gosforth Conservation Area was weighed against the public benefits of the proposal; the harm was not outweighed by the very small public benefits, and the scheme was dismissed.
