What decided it

The significant weight attributed to the proposal's contribution to renewable energy transition, net zero and energy security clearly outweighed the substantial Green Belt harm and other identified harms, establishing very special circumstances.

Substantial Green Belt harm (inappropriateness and loss of openness) and moderate, localised/temporary character and appearance harm, together with limited harm from temporary loss of BMV agricultural land, were clearly outweighed by significant weight for renewable energy/net zero and energy security benefits, moderate heritage and economic benefits, and limited BNG benefit, so that very special circumstances existed and the balance favoured granting temporary permission.
