What decided it

The adverse impacts of the proposal, including conflict with the development strategy and harm to character and appearance, significantly and demonstrably outweigh the modest benefits of providing one additional dwelling in an area with a 1.1-year housing land supply.

The modest housing benefit and economic and social benefits of one dwelling were significantly and demonstrably outweighed by the conflict with the development strategy (afforded considerable weight) and the considerable weight afforded to the proposal's conflict with character and appearance policies, when assessed against the Framework taken as a whole.
