What decided it
The unlawful storage, vehicle repair and residential uses were not supported by the extant 2005/2006/2008 permissions (which only authorised horse-related use and ancillary storage), and the development conflicted with the development plan as a whole, particularly through significant harm to character and appearance.
The minor weight attributed to conflict with housing delivery policies H1 and HA3 combined with the significant harm to character and appearance meant there were no considerations outweighing the conflict with the development plan as a whole.
