Main issues, as the Inspector framed them
- the effect of the development on the character and appearance of the area
- the effect of the development on the living conditions of the occupiers of nearby properties, with particular regard to noise, disruption, privacy, and security
- the effect on the living conditions of the future occupants of the development, with particular regard to the size of the habitable space and the position of the unit
- the effect of the development on the integrity of the Cotswolds Beechwoods Special Area of Conservation (SAC)
What decided it
The adverse impacts of the proposed development, comprising harm to character and appearance, noise and disruption to neighbours, and inadequate living conditions for future occupants, significantly and demonstrably outweighed the limited benefits of providing tourist accommodation in an area with a housing land supply shortfall.
The limited social and economic benefits of providing an additional unit of tourist accommodation (moderate weight) were significantly and demonstrably outweighed by the significant adverse environmental impacts on character and appearance and living conditions of both neighbouring occupiers and future occupants, such that the presumption in favour of sustainable development did not apply.
