The as-built roof alterations caused a high level of less than substantial harm to the listed building and conservation area which the moderate public benefits did not outweigh.
The moderate weight of public benefits (heritage improvements, thermal performance, fire safety, improved breathability) did not outweigh the considerable weight attached to the less than substantial harm caused to the significance of the listed building and conservation area.
