Main issues, as the Inspector framed them

  • Whether the appeal scheme preserves the Grade II* listed building of Frognal Grove including former stable range, or any features of special architectural or historic interest which it possesses, and whether the proposal preserves or enhances the character or appearance of the Hampstead Conservation Area, and, as such, whether the conditions imposed on planning permission Ref 2021/3072/P and listed building consent Ref 2021/3075/L continue to serve a useful purpose

What decided it

The harm caused by the roof alterations (increased ridge height, raised eaves and enlarged dormers) to the special interest and significance of the Grade II* listed building was not outweighed by the public benefits of the scheme.

The moderate weight attributed to the heritage, thermal-performance and fire-safety benefits did not outweigh the great weight given to the harm to the significance of the Grade II* listed building and the conservation area, so the balance tipped against the proposal.
